🔥 The Breakdown
This education PFI contract had entered special measures following persistent FM delivery failures.
Contractors had disengaged, project works were stalled, and the relationship between the SPV, FM provider, and local authority had broken down.
Core issues:
- Project delivery failures due to strained contractor relationships and slow payment
- An FM team lacking SOPs, training, and consistent procurement processes
- No working asset strategy or long-term plan for improvement
- The CAFM and PPM setup wasn’t aligned with actual conditions or SFG20 guidance
The contract was close to formal escalation—with confidence in the FM provider at an all-time low.
🛠️ The Intervention
Brought in as a trusted advisor to the FM provider, we delivered:
- Direct engagement with the SPV and local authority, to shift focus toward recovery over blame
- Estate-wide assessment and prioritised action plan, post-survey
- Project delivery oversight—procured multiple contractors, ensured fair pricing (2–3 quotes per job), and secured engagement from supply chain partners who had previously refused to work with the FM
- Rolled out retraining and SOPs for FM staff, empowering the team for consistency
- Fully realigned PPMs and CAFM data to match the new strategy using SFG20 guidance
- Acted as a neutral party to help parties collaborate without finger-pointing
📈 The Outcome
- Contractors returned to the contract—because of our involvement and leadership
- Projects progressed on time and to agreed costs, with documented scope and delivery
- Relationships between FM, SPV, and authority stabilised through transparency and structure
- A functioning, audit-friendly CAFM and PPM system gave the client confidence
- Long-term strategic direction for the estate was rebuilt—with a shared understanding of condition, risk, and funding strategy
